TRICARE-Acquisition, Automation & Resource Management Support T/AARMS

DISC is on the NOVA corporation TAARMS team. Contract W81XWH-08-D-0009

This Contract vehicle is available to the DoD Health Care Community

The Office of the Assistant Secretary of Defense of Health Affairs (OASD/HA), TRICARE Management Activity (TMA) has a requirement for services to fulfill its non-purchased care, Organizational Conflict of Interest (OCI) Category 1 internal business operations. This TRICARE-Acquisition, Automation, & Resource Management Support (T/AARMS) contract provides for various non-purchased care internal support functions. Specific activities and functions that may be required are listed under the functional areas.

The scope of this requirement provides for five functional areas to be performed under task orders awarded under this contract. These functional areas are:

FUNCTIONAL AREA 1 - ADMINISTRATIVE SUPPORT SERVICES

This functional area provides administrative support to the TMA. Specific activities and functions that may be required are:

  • PROVIDE FRONT DESK COVERAGE.
  • ARRANGE TRAVEL FOR GOVERNMENT PERSONNEL.
  • MAINTAIN DAILY CALENDARS.
  • MAINTAIN FILES AND CORRESPONDENCE.
  • MANAGE OFFICE SUPPLIES.
  • MANAGE OFFICE EQUIPMENT.

FUNCTIONAL AREA 2 - PROCUREMENT SUPPORT SERVICES

This functional area provides support to the TMA in planning and processing contracting actions for TMA Category 2 or 3 procurements. Specific activities and functions that may be required are:

  • CONTRACT AND TASK TRACKING.
  • DOCUMENT PREPARATION.
  • DOCUMENT REVIEW.
  • DOCUMENT RECEIPT, GATHERING, DISTRIBUTION, AND FILING.
  • ROUTINE DATA ENTRY AND MAINTENANCE.
  • POLICY ANALYSIS/REGULATORY UPDATES.
  • ACQUISITION TRAINING.

FUNCTIONAL AREA 3 - SYSTEMS AND DATABASE MANAGEMENT SERVICES.

The purpose of this requirement is to provide support to the TMA for internal database management. Specific activities and functions that may be required are:

  • CREATING/MAINTAINING DATABASE TOOLS.
  • ROUTINE DATABASE MAINTENANCE.
  • UPGRADES AND ENHANCEMENTS.
  • DATABASE CONFIGURATION CONTROL.
  • DOCUMENTATION.
  • AD HOC ANALYSES AND REPORTS.

FUNCTIONAL AREA 4 - BUDGET, FINANCIAL, AND COST ESTIMATION SERVICES This functional area provides support to the TMA in the areas of budget preparation, budget execution analysis, financial management assistance, and other enterprise business or management reviews. Specific activities and functions that may be required are:

  • BUDGET DOCUMENTATION AND ANALYSIS.
  • FUNDING EXECUTION.
  • FINANCIAL REPORTS AND ACCOUNTING OPERATIONS
  • COST ESTIMATION AND BENEFIT ANALYSIS.

FUNCTIONAL AREA 5 - INFORMATION TECHNOLOGY SERVICES, FACILITIES, AND SUPPORT

This functional area provides Information Technology support services for TMA, the Office of the Assistant Secretary of Defense for Health Affairs (OASD/HA), and certain Military Health System (MHS) test facilities and operations. The IT environment that is within the scope of this PWS supports the OASD(HA) and TMA personnel at the Pentagon, the Skyline Offices in Falls Church, Virginia, offices in Aurora, Colorado, and at either Government or contractor locations where Government-owned equipment is located. Specific activities and functions that may be required are:

  • MULTI-MEDIA SUPPORT.
  • INTERNET SERVICES.
  • ENTERPRISE ASSET MANAGEMENT.
  • VIDEO TELECONFERENCING MANAGEMENT.
  • TRAINING SERVICES.
  • COLLABORATIVE SOFTWARE APPLICATION/ ORGANIZATIONAL MESSAGING SERVICES.
  • CONFIGURATION MANAGEMENT.
  • CUSTOMER ASSISTANCE.
  • PROCUREMENT, MAINTENANCE, AND SUPPORT.
  • DOD INFORMATION ASSURANCE CERTIFICATION AND ACCREDITATION PROCESS (DIACAP).
  • TEST ENVIRONMENT.
  • HA/OA NETWORK DIACAP CERTIFICATION.
  • TECHNOLOGY ASSESSMENT AND TECHNOLOGY INSERTION.
  • NETWORK/SYSTEM ENGINEERING SERVICES.
  • TRAINING/BRIEFING FACILITIES.
  • INTEGRATION TESTING AND SUPPORT.
